President Bush Signs Expansive Energy Bill
President Bush Signed an expansive energy bill into law, which expands prevailing wage requirements for certain energy-related construction projects and extends the $14-per-worker Federal Unemployment Tax Act surtax for an additional year.
Davis-Bacon Bill Proposed to Enforce Prevailing Wage Requirements
Sen. Hillary Clinton and her Representative introduced legislation to improve the enforcement of the Davis-Bacon Act. The companion bills were referred to the Senate Health, Education, Labor and Pension Committee and to the House Education and Labor and House Oversight and Government Reform Committees, respectively.

Philadelphia Legislation Requires Prevailing Wage Payments on Special Projects
Philadelphia Legislation requires the payment of prevailing wages on construction projects by or for companies that use state economic development funds to start or expand their operations. It confirms the Legislature’s intent under existing law to require prevailing wages on construction projects that receive financial assistance through the New Jersey Economic Development Authority.
Supreme Court Ruling Prevents Payments Owed to be Withheld by Pennsylvania Labor Dept.
Payments owed to a prime contractor on a public works project may not be withheld by the Pennsylvania Labor Department to offset a subcontractor’s failure to pay its workers prevailing wages, the Supreme Court of Pennsylvania ruled.
Davis-Bacon Act Amendment Fails House Floor Vote
An amendment to strip Davis-Bacon Act requirement from the HOPE VI Improvement and reauthorization Act failed on a House floor vote. The amendment would have directed that “None of the funds authorized to be appropriate under this paragraph may be used to pay wages in compliance with subchapter IV of chapter 31 of title 40, United States Code.”
